Minnesota pesticide licensing is administered by the Minnesota Department of Agriculture (MDA). Commercial aerial applicators take Category A plus Category B (General Aerial) plus a site category, with a 70% passing score. Private applicators spraying only their own land can obtain a $5 aerial endorsement instead of full Category B certification. Commercial operators must complete annual recertification.
Separately, MnDOT requires aircraft registration for every drone used in commercial aerial application, distinct from FAA registration, plus a commercial operations license with proof of insurance. Minnesota has reciprocity with 18 states, the broadest network in the US.
