Arizona is one of the few states with a dedicated Drone Pilot License (DPL), entirely separate from the manned Agricultural Aircraft Pilot License (AAP). The DPL exam covers flight procedures, calibration and operations near sensitive areas; the fee is $50 per year (annual renewal). For-hire operators also need a Commercial Applicator Certification (PUC) and a Custom Applicator License (CAL) at $100/yr. The DPL requires a valid FAA Part 107. Operating without a DPL is a nonserious regulatory violation under R3-3-502.
Arizona has extensive tribal lands where additional operational permissions beyond state licensing may be required. No reciprocity agreements are documented for the DPL.
