Ohio pesticide licensing is administered by the Ohio Department of Agriculture (ODA) under Category C-1. Ohio has the strictest private applicator rule in the US: every drone pesticide applicator, including farmers spraying their own land, must hold a commercial license with Category C-1. License fees are $35 per year, with exam fee included.

Ohio also mandates among the highest aerial insurance minimums in the country: $100,000 property damage per occurrence, $100,000 bodily injury per person and $300,000 bodily injury per occurrence. ODA explicitly prohibits drone application of Enlist, Acuron (atrazine formulations) and Xtend Max (dicamba formulations). Continuing education is 5 hours per 3-year cycle. Reciprocity exists with AL, FL, GA, IL, IN, LA, MI and MN.

Ohio-specific rules operators must know
